God and Mephistopheles Essay In the prologue of Faust, Mephisto entered into agreement with the Lord. What are the terms of the agreement, and how does he go about attempting to win? What exactly does achieve in the process? In the beginning of the tragedy there is a dialogue between God and Mephistopheles. Mephistopheles says that people canââ¬â¢t use their mind in the right way. God argues and gives an example of Faustââ¬â¢s serving to Him and to people. Then Mephistopheles asks permission to put Faust on any trial because he wants to prove that Faust will fail. He obtains such permission but God is sure that Faust will feel the right way and that he will be saved. So, the struggle for Faustââ¬â¢s soul begins. As Faust is anxious about finding the highest sense of life, Mephistopheles wants to show the delights to Faust. They deal that if the scientist wants a moment to stay forever, he will be Mephistophelesââ¬â¢ servant. He tries to tempt him with the help of beautiful women Margaret and then Helen, but Faust canââ¬â¢t get a full happiness with them. The author reveals this idea by Helenââ¬â¢s words while her disappearing: ââ¬Å"Alas, the ancient word proves true for me, as well: That joy and beauty never lastingly unite. â⬠Mephistopheles also tries to arouse Faustââ¬â¢s desire to glory and worship but these attempts have no success. Finally Faust wishes the moment to stay forever, but Mephistopheles doesnââ¬â¢t win. It happens when he is building dam in order to help the people who suffer from floods. This wish is altruistic and thatââ¬â¢s why Faust is saved. He finds the highest sense of life in common action that is necessary for everybody and that is realized by everybody. Outline some of the themes in Faust, and explain one briefly. In my opinion, it is possible to outline such themes of the tragedy as struggle between good and evil that occurs at global and private levels, the failure of the human ambitions to control and to change the nature and the natural phenomenon, the eternal search of the highest sense of life. The last theme is the main one of the tragedy, because Faust is anxious about getting absolute happiness. The temptations that Mephistopheles proposed to Faust couldnââ¬â¢t bring real and lasting joy. It means that people can hardly be happy when they rely on the things that pass soon as feeling in love and using the power upon people and glory. Feeling in love is wonderful, but it doesnââ¬â¢t guarantee the happiness. People are selfish and they do harm to their nearest very often. The example of the relationships between Faust and Margaret confirms this thought, because the main characterââ¬â¢s selfish desire was a reason of Margaret death and the murders of her mother, child and brother. So, the idea of serving to people is contrasted to the selfish wishes of people. Faust was saved because his final deed was philanthropic. By the example of Faust Goethe shows us that a person always feel deep inside what is right and what is wrong but unfortunately it doesnââ¬â¢t mean that everybody finds the true sense of life. Compare and contrast the uses and/or criticism of religion in Hamlet and Faust. The Hamletââ¬â¢s problem contains more philosophic and social aspects than religious ones. He struggles with the time he lives in and tries to improve it but he fails. Unsuccessful attempts of changing the world that doesnââ¬â¢t fit with Hamletââ¬â¢s ideals results his fatalism and the final events of the tragedy. Hamlet doubts in the right of the events of global concern and thatââ¬â¢s why his attitude towards religion is also doubtful. In his main monologue Hamlet supposes that death is a means of solving the problems of life. This thought doesnââ¬â¢t fit to the Christian ideas which had to be close for him. To my mind, the ideas of ââ¬Å"Faustâ⬠are opposite to the ones of ââ¬Å"Hamletâ⬠. Goethe develops the plot of the tragedy with the help of such characters as God and Mephistopheles that demonstrates the authorsââ¬â¢ persuasion that people are ruled by the supernatural essences. The fact that Faust is working on New Testamentââ¬â¢s translation also reveals the idea of constant interaction between people and God. Goethe thinks that serving to people and serving to God are equal virtues. The fact that Mephistopheles couldnââ¬â¢t win the agreement also confirms the religious idea of constant victory of good. The main characters of the world literatureââ¬â¢s masterpieces Hamlet and Faust are compared with each other frequently. Their personalities are alike because both of them try to struggle with the world order and challenge the destiny. Faust is going to know all the secrets of nature and his way to improve his own life and the whole world is scientific. What about Hamlet, he broadens the tragedy of his family to a global scale thatââ¬â¢s why his thoughts about injustice concern not only his uncle but the humanââ¬â¢s life. The first of act of Hamlet reveals that the ghost of his father assigns Hamlet an ambiguous duty. What are these duties, and using the text effectively, explain the one you think Hamlets satisfied? In the first act Hamlet knows from the Ghost of his father that he was killed and the Ghost asks him to revenge to Hamletââ¬â¢s uncle for this murder. Though, the most important thing while revenging is to keep the soul innocent: ââ¬Å"But, howsoever thou pursuest this act, Taint not thy mind, nor let thy soul contrive Against thy mother aughtâ⬠¦Ã¢â¬ To my mind, Hamlet couldnââ¬â¢t execute such necessary conditions. Finally he revenges to Claudius, but as a result not only Hamletââ¬â¢s mother died. Ophelia, Laertes, Polonius also became victims of the revenge. In the beginning the Hamletââ¬â¢s soul doubted about the ways of the vengeance and he suffered a lot from these doubts, but the view of warriors has a great influence on him. The warriors are going to fight because of the land that their ruler doesnââ¬â¢t want to rent. The fact that twenty thousands of people are going to die because the honor of the king is wounded makes him decide that his thoughts and actions should be bloody and ruthless. He canââ¬â¢t keep his soul clear because, to my mind, his fault for the deaths of people that are close to him finally destroys his conscience.

Theories of Decision Making Essay Theories of Decision Making The Rational Comprehensive Model The rational comprehensive model is based on the reasoning of economists, mathematicians, and psychologists. It assumes that the decisionmaker can identify the problem, that the decisionmakerââ¬â¢s goals, values, and objectives are clear and ranked in accord with their importance, that alternative ways of addressing the problem are considered, that the cost and benefits or advantages and disadvantages of each alternative are investigated, that alternatives and their consequences can be compared with other alternatives, and that the decisionmaker will choose the alternative that maximizes the attainment of his or her goals, values, and objectives. However, problems are not always clearly defined; problems have to be formulated in a way which enables people to make decisions about them. Decisionmakers must have vast amounts of information in order to make use of the rational comprehensive decision-making technique. There needs to be an ability to predict the future consequences of decisions made. Also, problems confronting decisionmakers often embody conflicting values. In addition, it is tough to ignore the sunk costs of former decisions, these may foreclose many alternatives. Moreover, this model of decisionmaking assumes that there is one (unitary) decisionmaker, when in fact a great many people, interests and institutions are usually involved. The Incremental Theory Attempts to correct deficiencies of the rational comprehensive model and to better describe how policy decisionmakers actually behave have resulted in incremental theory. Incremental theory holds that the selection of goals and objectives is intertwined with, not distinct from, the scientific analysis of the problem. Decision makers only consider alternatives for dealing with a problem that differs marginally (incrementally) from existing policies (suggesting that they do not completely remake policy every time they make a policy decision, but instead refashion existing policy). For each alternative, only important consequences are considered. Problems confronting the decisionmaker are continually redefined. Constant ends-means and, means-ends adjustments are made to better manage policy. Seldom are there ever single decisions or totally correct solutions available to resolve a problem. A good decision is one that policy makers can agree on, not one that may be most appropriate for an agreed objective. Incremental decisionmaking is remedial, not holisticly-devised or future-oriented. Rarely are decisions faced in all or nothing terms. Mixed Scanning Okay, this one is pretty simple. Sociologist Amitai Etzioni (you need only remember his last name) found fault with both the rational-comprehensive model of decisionmaking and the incremental model of decisionmaking. His mixed scanning approach considers both fundamental and incremental decisions. Mixed scanning incorporates a broad-based analysis sometimes and an in-depth analysis at other times. It considers the differing capacities of decisionmakers. Etzioniââ¬â¢s approach is not very specific about how mixed scanning could be used in practice. Decision Criteria Decisions can be studied as an individual or collective process. First, consider the role of values in decisionmaking. Values are a big deal in Presidential campaigns: witness Dan Quayle and ââ¬Å"Murphy Brownâ⬠squabbling over values projected by a fictional TV character who elects to have a child out of wedlock. Much of the Clinton vs. Dole 1996 Presidential campaign involved disputes about values big government vs. small government, pro-life vs. pro-choice, and pro-gun control vs. antigun control, et cetera. Values Below are five categories of values which sometimes guide decisionmakers. Organizational Values Decision makers, especially bureaucrats, are influenced by organizational values. Sometimes agencies use rewards and sanctions in subtle ways to induce their members to act in accordance with organizational values. Wearing a common uniformââ¬âas do the police, firefighters, the military, the Park Service and the Forest Service, et ceteraââ¬âis one way those organizations attempt to build common values among their workers. Organizational values involve the promotion of organizational interests in the decisionmaking of those in the collectivity. Professional Values The norms of oneââ¬â¢s profession instill values that are often critical in decisionmaking. Lawyers (believe it or not), doctors, professors, and other occupational specializationââ¬â¢s requiring years of training, education, and ork experience embody professional norms or values that shape decisionmaking behavior. Personal Values This can involve personal ambitions, reputation, and self-interest. Note that rational choice theorists put far too much weight on explaining the behavior of individuals in terms of self-interest. This is understandable because so much of self-interest is tied to economic gain, which can be modeled in elegant, mathematical, and abstract terms. Policy Values This means acting on the basis of perceived public interest or acting in accordance with beliefs about what is proper, ethical, necessary, or morally correct. The Small Business Administration is filled with people who are likely to believe that small businesses are worthwhile, need help to survive, and promote beneficial public interests. Ideological Values Rationalizing and legitimizing actions on the basis of a political ideology (or belief system). Nationalism was a paramount ideology in explaining the behavior of many leaders (and average people) during Desert Shield and Desert Storm operations against Iraq. Conservatism and liberalism, although over-used and often misunderstood as American political ideologies, manifest ideological values. Political Party Affiliation Party membership is interwoven with leadership influence, policy values, and ideological values. However, the Republican and Democratic parties are mass membership parties that seek to appeal to an extremely broad range of political interests and ideologies. Also, party members are not nearly as cohesive in voting as they once were (more people vote split tickets than vote along straight party lines). Party is still a pretty good predictor of how most legislators will vote on a bill. Parties are sometimes associated with specific policy positions. Constituency Interests When party interests conflict with constituency interests, legislators usually vote in favor of their constituency interests. A legislatorââ¬â¢s constituency is made up of the voters and key interests that elected him or her to office. Legislators are delegates sometimes, and trustees other times. As delegates they decide matters in accordance with the views of the majority of their constituents or in accordance with a vital block of back-home interests. As delegates they attempt to anticipate the feelings and sentiments of their constituents. When legislators behave as trustees, they consider interests beyond their constituencies. They may think about National interests, the greater public good, international issues, broadbased economic concerns, charity, future generations, interests with little or no political representation, and protecting the National and global environment, et cetera. Public Opinion Public opinion usually has an impact on policy decisionmaking when decisions involve broad direction or thrust. Most members of the general public have a very limited knowledge of what policy makers are considering. Public opinion does impact foreign policy in a broad sense. Deference Deferring to the judgment of others occurs when administrators obey the wishes of their politically appointed superiors, or when legislators vote in accordance with the wishes of the top representatives or senators who head key committees or subcommittees. Judges defer when they interpret laws in accordance with the wishes of the legislative originators of the statute. Decision Rules Stare decisis is sometimes a decision rule. It means new decisions are often based on precedents in decisionmaking that came before. It also applies to committee decisionmaking dynamics. THE PUBLIC INTEREST This is tough to define. It is sometimes thought of as the outcome of competing interest group forces. The public interest may involve decisionmaking aimed at helping the Nation as a whole, rather than seeking to benefit selfish special interests. Some may argue that reducing the Federal deficit or balancing the Federal budget advances the public interest. Some may reason that maintaining the Nationââ¬â¢s capacity to mobilize and respond to disaster threats is in the public interest.

Renewable Energy Policy Of The Philippines Environmental Sciences Essay This article provides background for the current petroleum reserves scarcity problem, importance of sustainable energies, as well as the advantages and shortcomings of renewable energies development. In addition, it covers the review of renewable energy policies of four different countries, namely Malaysia, Philippines, Indonesia and Vietnam. The article also summarizes results of this study by comparing approaches taken by the governments of the abovementioned nations to solve the energy scarcity issue. Although these four developing countries take different approaches in addressing the problem, they share a common ultimate objective by reducing dependence on fossil fuel and the amount of hazardous gases, including greenhouse gases and toxic gases, discharged into the atmosphere. While certain renewable energies such as biomass energy and wind power have a tendency to generate negligible amounts of carbon dioxide, others, however, are environmental friendly. Thus, the renewable ener gies developed by these countries are fairly promising and will bring significant benefits to the countries if managed wisely. Lastly, this article also attempts to draw a conclusion on the study of the four policies based on key aspects such as natural resources available and the countries vision and propose some recommendations for further development. Keywords: Renewable energy, Sustainable, Environment 1. Introduction Energy drives nearly all parts of modern life such as the transportation sector and electricity generation. Most primary energies are derived from petroleum [1]. Overreliance on petroleum has become a serious global issue in the 21st century. According to the US Department of Energy (US DOE) report, petroleum reserves are diminishing at a faster rate than the discovery speed. Based on current oil reserves, the current consumption rate and projected consumption rate are 1354 billion barrels, 86.1 million barrels per day (in year 2007) and 92.1 million barrels per day (in year 2020) respectively [2]. Current petroleum reserves are expected to be depleted within the next four decades. The situation is worsening with the rapid growth of motorization, transportation and industrialization activities. This has led to a steep rise in crude oil prices due to high demand for fossil fuel [3]. Prior to 2000, the crude oil price in NYMEX was generally under USD20/barrel. With a higher demand than supply, the price rose to USD60/barrel in 2005 and subsequently shot up to USD100/barrel in 2011 [4]. To maintain the standard of living, searching for alternative energy resources to replace the current primary fuel source is inevitable. Furthermore, the use of alternative energy does not only solve the depletion of petroleum problem, but also generates significant environmental [5-7], economic and social benefits if managed with due regard to sustainability constraints [8]. In addition, efforts on efficiency improvement in energy production and use should not be neglected [9]. In fact, this effort should receive early attention as these objectives are easier to attain , require less investment during the commissioning stage than at the optimization stage and are environmentally friendly in meeting the needs of every developing country [10], [11]. The purpose of this study is to analyze and compare four developing countries renewable energy policies in Southeast Asia. In addition, advantages and shortcomings of the policies are also identified and discussed in the later section. Further, a summary is drawn up regarding to the countries existing policies and frameworks. Lastly, suggestions for improvement on the policies are also included in this study for future review. 2. A broad look at the renewable energy policy of different developing countries Every developing country has its own unique renewable energy policy. Although some countries share a common objective or interest, none of the renewable energy policies can be identical to other renewable energy policies. For instance, the Philippines, a country which has few natural resources is mainly focusing on geothermal power in its renewable energy policy. Indonesia, a country which is rich in natural resources, on the other hand, has a more diversified renewable energy policy. In other words, the renewable energy policy of a country varies according to the countrys direction and natural resources available. In addition, efficiency of energy generated, energy used and environmental impacts are also taken into consideration during the review stage in certain policies. Although these factors do not directly affect or contribute to the development of renewable energies, impacts related to these factors should not be underestimated. Ignorance (on these issues) may lead to more ser ious catastrophic consequences to the world as some of the impacts pose significant threats to the global economy, food security, air quality and the condition of humans health [12]. 2.1 Renewable energy policy of Malaysia Traditionally, Malaysia, a country which is known for having vast amounts of petroleum resources, relies heavily on oil and gas (84%) and hydropower (16%) [13] for electricity generation. However, due to maturity of some oil reservoirs, production of oil has decreased gradually from 862 thousand barrels per day in 2004 to 713 thousand barrels per day in 2010 [14] and 630 thousand barrels per day in 2011 [15]. This problem has forced the government of Malaysia looking for viable renewable energies. To expedite the process, the government of Malaysia has established a fund, known as the Green Technology Financing Scheme (GTFS) amounting MYR 5 billion [16] as an effort to identify alternative green energy and develop green technology. Four key renewable energy sources have been identified, namely hydropower, solar power, wind energy and biomass energy. All these energies are expected to replace petroleum in the next 50 years. However, current researches on alternative energy are mainly concentrating on palm oil based biomass and biofuel with palm oil methyl esters being the preferred fuel. According to a preliminary estimation, palm oil biofuel could generate up to 20% of the countrys electricity by 2020 [17] and expect to replace the non-renewable fuel source, petroleum. Nevertheless, combustion of biofuel is always associated with greenhouse gases discharge such as carbon dioxide (CO2). Global atmospheric CO2 concentration has reported been increasing over the past century from 280ppm to 390ppm [18]. Malaysia was reportedly discharged 164.2 million tonne CO2 or 5.98 tonne CO2 per capita in 2009 [19]. It is estimated about 235.6% higher than the figure reported in 1990. A steep rise of CO2 discharge signifies the increase of environmental and health problems such as drought, rise in sea level, heavy downpours or flooding, increase mortality of wildlife, intense heat waves and increase risk of respiratory and cardiovascular diseases [20-22]. Although some parties claim that development of biofuel could reduce emission of greenhouse gases compared to fossil fuel combustion, the economic, environmental and social benefits of the current generation of biofuels vary [19]. The data does not take into consideration that deforestation for planting of palm tr ees used for biofuel production can result in one-time releases of CO2 which could be very large [19]. Furthermore, use of palm oil as feedstock in biodiesel production is also not economically feasible. Production cost of biofuel has escalated with increasing demand on palm oil due to the use of palm oil as edible oil in cooking. Although there are scopes to increase yield, massive conversion of palm oil to biodiesel will reduce reserves and eventually lead to higher palm oil prices [23]. In addition, increase in demand of palm oil would also drive global food prices higher and increase the competition for edible oil. It is undeniable that the abovementioned problems can be solved with increases palm oil production, but production increases have required rapid expansion of the area planted under oil palm [24], giving rise to serious concerns over deforestation and habitat loss as well as the drainage of peat lands. While short term governmental support such as tax exemption, regulatory intervention and promotion campaign play an important role in the biofuel development, the long ter m sustainability prospect pertaining to the environmental impact and economic is uncertain. 2.2 Renewable Energy Policy of the Philippines The government of the Philippines, however, focuses their effort mainly on geothermal energy development. It can be clearly seen from the country power generation statistic that the geothermal energy accounts for 12% of the countrys total electricity generation [25]. With the total capacity of 2000MW geothermal power plant in operation, Philippines is considered as the worlds second largest geothermal power producer [26]. This figure is far higher than the amount of energy generated by any other types of renewable energy. The effort on geothermal energy development is expected to be continued as it provides a promising future to the country. The reason why the government of the Philippines maintains its existing policy is due to present of numerous volcanos in Philippines. According to Sussman et. al., Philippines islands are complex assemblage of island arcs which have been accreting between two tectonic plates. Two opposing subduction zones have generated a series of volcanoes which extends the length of the Philippines, from northern Luzon to southern Mindanao. Most of the known high temperature (>240Ã °C) geothermal systems in the Philippines are associated with these volcano [27]. At the same time, the government of the Philippines also attempts to develop biomass energy. Philippines is known as an agricultural country which produces abundant of biomass resources [28] such as rice straw, coconut shell and sugarcane residues. These resources are believed to have a large contribution to biomass energy production as it could supply continuous stream of feedstock for biomass energy generation. Although researches on other types of energy such as biomass energy and hydropower are also given a fair consideration, progress of the researches remains modest. The problem is mainly due to lack of financial support from the Philippiness Department of Energy and private investors. Limited financial resource available is a great barrier for the development of biomass energy. In addition, lack of incentives is another factor that hinder biomass energy development as the production cost is considerably higher than fossil fuel price [29]. 2.3 Renewable Energy Policy of Indonesia Indonesia, a country which is rich in natural resources, intends to reduce its dependence on the fossil fuel and aims to reduce the depletion rate of fossil fuel reserves[30], by diversifying its focus on solar energy, wind energy, ocean wave energy, geothermal energy and biomass energy generation [31]. Below are the policies related to Renewable Energy development [32]: Green Energy Policy (Ministerial Decree No.2/2004) Small Power Generation using Renewable Energy (Ministerial Decree No. 1122 K/30/MEM/2002) Geothermal Law (Law No. 27/2003) Regulation on Electricity Supply and Utilization (Government Regulation No. 03/2005) The government of Indonesia also encourages private sector and community participations through a small renewable power purchase tariff [26]. Through this programme, renewable power producers are given freedom to develop their own renewable power plants such as micro hydro power plants, mini wind farms and solar power plants in rural area. In addition, the government of Indonesia also invests a vast amount of money on biomass [33] and biofuel development. One of the examples is combustion of rice husk and biodiesel. The country produces an average of 50 million tonnes of rice husk each year. These rice husks have a very low commercial value and limited application. Hence, the government of Indonesia propose to build some rice husk and biodiesel power plants adjacent to rice mills or palm oil plantations to supply energy to the local community. Based on preliminary estimation, the country would enjoy an additional 1600MW power generated each year from the biomass energy generated [26]. However, combustion of biomass is not environmentally friendly. Some of the hazardous compounds generated such as smoke, particulate matter, carbon monoxide, volatile organic compounds are carcinogenic or may cause cancer. Furthermore, emission of carbon dioxide and methane may also lead to global warming problem. According to World Health Organization estimation, more people in the developing world die each year from conditions related to air pollution which is mostly from inefficient, solid-wood-burning stoves [34]. According to a study conducted by World Health Organization, air pollution from solid fuel use was responsible for almost 2 million annual deaths and 2.7% of the global burden of disease in the year 2004 [35]. This makes biomass combustion the second biggest environmental contributor to ill health, behind unsafe water and sanitation [35]. Although the promising geothermal power and hydropower are also given a fair consideration, development of the areas seems to be difficult as potential investors are deterred by the lack of financial viability guarantee and unstable political circumstance [26]. Moreover, distribution or supply of electricity to remote areas or communities is not economically feasible and the state-of-art technology involved of this energy is more expensive than energy produced by conventional hydrocarbon fired plants [30]. Thus, the proposal of building a large scale hydropower plant has been postponed for years. 2.4 Renewable Energy Policy of Vietnam Unlike other developing countries, Vietnam is currently on the rapid economy growth track and is enjoying economic prosperity which it has never experienced before. A decade after the end of the Vietnam War, Vietnam underwent an intensive economic reform known as Doi Moi or socialist-oriented market economy which encouraged foreign and private investments in various industries or sectors [36], [37]. Since then the economic performance of Vietnam had started to escalate and experienced a more intensive growth than ever before [38]. This growth has mainly been the results of the strong performance of five sectors, namely manufacturing, fishery, agricultural, tourism and services industries. Although the economy of Vietnam, like other countries, has also encountered several economy setbacks such as the Asian Financial Crisis, the Burst of the Bubble of Information Technology and the Subprime Economic Crisis, the countrys economy has recovered very rapidly each time after the crisis and has managed to attain average GDP growth of 6 to 9% annually [39]. Improvement of economic performance has indirectly driven up the countrys energy demand. According to the data provided by the Institute of Energy of Vietnam, energy or electricity generated were estimated around 21TWh, 40TWh and 67TWh for the years of 2000, 2004 and 2008 respectively [40], [41], with fossil fuel as a primary source of fuel. Based on the figures provided above, the average annual growth rate of energy demand was estimated at about 15% for this period. Despite having abundant fossil fuel reserves, it is noteworthy that the population of Vietnam [42] also increased in line with economic growth [38]. In addition, Vietnams transportation sector is still undergoing explosive growth. By making the assumption that the rate of growth in energy demand remains constant, the total energy or electricity required by 2030 will be 654TWh [36]. This situation has forced the government of Vietnam looking for sustainable alternative energies. Failure to search for more renewable energies will eventually turn Vietnam into net importer [38], which will give its economy a hard hit as high oil price could lead to a higher manufacturing and living costs. Furthermore, IMF and Citigroup predicted that Vietnam will be subjected to further currency devaluation [43] in years ahead due to inflation problem. All these factors will lead to a more severe economy setback if they fail to develop more sustainable energies to replace the scarce fossil fuel. Electricity supply in Vietnam currently is virtually provided by the local government as more than three quarters of the power plants in Vietnam are operated by either government organizations under the governance of the Ministry of Industry and Trade, Vietnam[41] or organizations which the government has stake or indirect interest in the companies. In short, most of the power plants are state-owned properties. These power plants are basically established under the first Power Development Master Plan, which is introduced to support the economic reformation [44]. Majority of the electricity supply to the northern and southern regions of Vietnam is generated using fossil fuel such as oil and gas (48%) and coal (17.9%) [39], which is considered unsustainable to both environment and economy. Electricity supply to the central part of Vietnam, on the other hand, is mostly generated using hydropower, which is accounted for 27.4% of the electricity supply in Vietnam [39] and is cleaner than fossil fuel combustion. Use of hydropower can be explained by the number of rivers available in Vietnam, which has about 2400 rivers of 10km long [41]. This enables the country enjoying the free and clean resource without compromising its sustainability policy. However, the potential of hydropower is still not fully exploited in Vietnam. Based on rough estimation, up to 70TWh of hydropower electricity could be generated annually [36]. The figure is higher than the countrys current energy need. Thus, the government of Vietnam is currently reviewing the existing strategy and master plan to develop hydropower for the period up to 2015 [45]. The plan of developing hydropower is not a sole solution, but certainly a wise move. In addition to the development of hydropower, the government of Vietnam also explore the possibility of utilizing wind power to generate electricity. In comparison to other countries, Vietnam has a better potential for wind energy development [46] as the country has a higher average wind speed of 7 to 9 m/s at a height of 65m [40]. Another reason encourages the country to develop hydropower is that it provides a competitive generation cost advantage. An estimation based on current wind power generation, with the cost of 8 US cents/kWh [40], indicates that the generation cost of wind power is at least 50% cheaper than other renewable energies. Moreover, wind farms can also be utilized to cultivate crops [47]. In other words, installation of wind turbines would not deter the development of the agricultural sector. This is particularly important to the country as the agricultural sector contributes significantly to its GDP. Furthermore, agricultural activities are bread and butter for p eople of the country. According to the Federal Research Division, agricultural activities account for the employment of approximately 60% of the nations workforce [48]. Thus, development of wind power could bring double benefits to the country. Although wind power generation is also associated with CO2 emission, the emission rate of CO2 from wind turbines is 100 times lower than that of coal combustion, which is insignificant or negligible. A part from the abovementioned energies, the government of Vietnam also explored other potential renewable energies such as solar power, biomass energy [49]. Solar energy is a very promising renewable energy for Vietnam as it is located very close to equator and receives up to 4500 hours sun light every year. Likewise, generation of electricity using biomass is also sustainable as Vietnam is rich in organic and natural resources such as forest, plants, agricultural by-products and edible oil. However, development of renewable energy was very slow and the move was not well received by the community previously. This was mainly due to factors such as limited understanding of renewable energies, lack of expertise support in this field and ignorance about importance of renewable energy to the country. Thus, the updated revised Master Plan for Nation Power Development of Vietnam has already included design principles for the implementation of the Vietnam Competitive Generation Market [50] to increase potential of renewable energy development. In addition, renovation of management is also taken into consideration to attract foreign investors [37] and foreign talents. Meanwhile, the Ministry of Finance also shows a strong support on the plan by increasing tax imposed on profit gained by power plants through oil, gas and coal combustion. 3. Conclusion In conclusion, energy is essential to every countrys development. However, overreliance on fossil fuels in energy generation has become a critical issue. Following the footsteps of the developed countries, most developing countries in Southeast Asia have started reviewing their sustainable energy policies and searched for viable renewable energies to replace the scarce resources. While some countries choose to focus on biomass energy or wind power research and development, others, on the other hand, take a more diversified approach. These policies are mainly designed according to the resources available and each countrys vision. For instance, Malaysia allocates more financial resources on biofuel development as the country possesses vast amounts of palm oil plantation or land. While the Philippines choose to maintain its exploration effort on geothermal energy and biomass developments as country is located in the western part of the Pacific Rim, which is the weakest part of the earth crust [51]. This gives the country the advantage of using the magna of the earth crust to generate steam and electricity. Indonesia, a country which is rich in natural resources, tries to variegate fuel resources by exploring different potential energies. Their counterpart, Vietnam, however, chooses to invest on hydropower development as it has more than 2400 rivers with 10km long [41]. In addition, efficiency of energy generated and environmental impacts are also taken into consideration during policy review stage as legislators believed that under-estimation of the impacts related to these factors may lead to catastrophic impairments to environment and economy. It is undeniable that development of all these renewable energies would reduce human dependence on fossil fuel, however the long term prospect for these energies is uncertain. For instance, combustion of biofuel may not be environmental friendly as well as economically viable in the long term. Thus, a more comprehensive evaluation should be taken into consideration during the policy review stage. In addition, present energy strategy should adapt to new criteria which must be followed in future energy system development [52].

April 19, 2001--Tennessee State University has renamed the Heiman Street Residential Complex the Harold E. Ford Sr. and John N. Ford Residential Complex. The Ford brothers were joined by other family members for ceremonies help April 18 on the grounds of the complex. "It is wonderful to see so many senators here today; we can hold a budget meeting right now," Harold Ford said, as he pointed out dignitaries in the audience. They included Lieutenant Governor John Wilder, Deputy Governor Wendell Moore, Senator Gene Elsea, Senator Doug Henry, Senator James Kyle Jr., and Senator Randy McNally. After receiving commemorative gifts, the Fords surprised the audience with a gift to Tennessee State of $500,000. "This is a truly outstanding donation, and the Fords can be sure Tennessee State University will put it to good use," said TSU President James Hefner. There are 12 siblings in the Ford family, most of whom graduated from Tennessee State University. On hand for the presentation were brother Joe Ford; sisters Joyce Ford Miller and Ophelia Ford; nephews James Ford Jr. and Edmund Ford; and Autumn Ford, John Fordââ¬â¢s daughter. Harold Ford Jr., U.S. Representative, relayed his regrets for not being able to attend, as did Governor Don Sundquist and former vice president Al Gore. "I am proud today," said Lt. Gov. Wilder. "Is it because of the bricks and mortar we are recognizing today? No, though we need bricks and mortar. Is it because of Tennessee State University? No, though that is reason to be proud. U.S. Representative Harold Ford Sr. became the first African American from the state of Tennessee to be elected to Congress and served from 1975 until his retirement in 1997. Senator John N. Immigration and Language in Call it sleep Immigrant Allegory: Language and the Symbolism of Being Lost The symbolism of being lost is a universal immigrant theme that occurs throughout many immigrant literatures, particularly in Henry Rothââ¬â¢s Call it Sleep. Language, or lack of understanding it, has a profound contribution to the process of being lost. This contribution is shown earlier in the book, in a passage where David is lost trying to find his way home (Passage 1) and is mirrored later on in the book, when David and Aunt Bertha are lost in a museum (Passage 2). The restriction of the usage of language in both passages portrays to us the inevitable and ubiquitous immigrant dilemma: I talk, eat, and live like this new country with the intention of assimilation, but my lack of freedom with the language parallels my lack of freedom and acceptance in this new country ââ¬â how can I overcome it? The similarities, differences, and dramatic ironic symbolism in these two passages will attempt to answer that question. The first obvious similarity between these two passages is that both of them deal with the superficial and latent meanings of being lost. In Passage 1, David is lost on the streets and is desperately trying to find his way to a familiar neighborhood. He asks a white gentleman (such an inference is due to the bookââ¬â¢s description of the man having a blond moustache and his good command of the English language) whether or not he knows where Bodder Street is. Pronunciation differences between the two lead David on, what seems to be, a never-ending quest to find his house. The superficial meaning is that David is lost, trying to find his house. The latent meaning is that David is lost, trying to find a home: a place ... ...come the difficulty of belonging to this new culture because of his lack of freedom with the English language. It is this downfall that causes David to become lost in these two passages. In most cases, people who share the same language also share a similar culture, therefore forming a community. That communityââ¬â¢s bond is in its language, which facilitates communication between its members. When a person who is not familiar with this communityââ¬â¢s language is placed in it, that person will most certainly feel lost. David has shown us that the link between language and being lost is a universal immigrant theme that can be understood as follows: an immigrant can look, eat, and live like his new country but still feel lost, unless that immigrant learns to become completely fluent with the usage of his new countryââ¬â¢s language. Tupac Amaru Shakur was born on June 16, 1971. Named after an Inca Chief, Tupac Amaru means ââ¬Å"Shining Serpentâ⬠referring to wisdom and courage and Shakur meaning ââ¬Å"thankful to Godâ⬠. Shakurs mother, Afeni Shakur, was a leading member of the Black Panthers, a radical wing of the civil rights movement, with support for hardcore ghettos as well as white patronage. When Tupacââ¬â¢s mother was pregnant with Tupac she was spending time in the Womanââ¬â¢s House of Detention in Greenwich Village for conspiring to bomb several public places in New York City. All growing up his family lived in homeless shelters and run down town houses. Many times his family could not even afford lighting in the house. The only fond member he ever told of his childhood was of a diary he kept. In this diary he recorded his first attempts at poetry, this is where it began. A big moment in Tupacââ¬â¢s intellectual life occurred when he was twelve. At the age of twelve his mot her enrolled him in 127th Street Ensemble, a theater group in Harlem. Even at an early age his mothers political views where confusing, and intriguing him. As he told the January issue of VIBE magazine in 1994, ââ¬Å" She was trying to make me live in the white picket fence lifestyle, but yet we ainââ¬â¢t got no money and no good food and no lights. You want me to go to school? They tellin me all this stuff about fighting the system but they pushin me in the system.â⬠Meanwhile Tupacââ¬â¢s father was serving time in prison, when released Tupac and his mother had moved to Baltimore. Before Afeni Shakur could contact him, he had died of a crack induced hart attack. While in Baltimore, Tupac auditioned for, and was accepted into, the Baltimore School of Arts. This success gave Tupac a goal and ambition. It also exposed him to white people who cared about his life. However, before Tupac could finish high school at this school of arts, his family moved to Marin City, California.. Because of this move, Tupac never did finish highschool. Marin City, at the time, was nicknamed ââ¬Å"the jungleâ⬠because it was mainly project housing and had high crime rates. This is the point in Tupacs life where he claimed he ââ¬Å"got off trackâ⬠. Tupac began selling crack to all the ghetto inhabitants and was soon thrown out of his house. During this time, however, he did receive a positive brake, he was hired as a roadie/dancer for the hip-hop group Digital U... ...f all his problems are ââ¬Å"knawing at my sanityâ⬠as if it where a rat or other animal. Hyperbole is an exaggeration, when something is embellished. Hyperbole is also used. At one point Tupac says that the children are ââ¬Å"bred with ruthlessnessâ⬠This exaggeration makes it sound like they are bred for certain traits, like animals, bred to be hartless and without feelings. This is an obvious exaggeration as that no person is actually bred to be without feelings. The final piece of figurative language is irony. Irony is almost a sort of mockery, or a satire. What I mean is, for example, if a person feared flying all their life, but finally decided to fly, and died in a plane crash. Irony in this poem is when he writes ââ¬Å"scared of being outcast , afraid of common fate.â⬠In this he says that people are afraid of being different than everybody, yet they also scared of being the same as everyone. This is irony. Theme The theme of this poem is that although things may be bad , if you keep your head up, and fight everyday for what you believe in, then you can achieve and make the future better. You must leave the past behind you, and you will achieve what you want in the future.

The Role of inflammation in the advancement of Chronic Obstructive Pulmonary disease. Introduction Chronic obstructive pulmonary disease (COPD) is the collective term used for respiratory disease, including chronic bronchitis and emphysema. The disease develops slowly and is often not diagnosed until it is advanced and irreparable damage is evident (Global Initiative for Chronic Obstructive Lung Disease, 2011). The disease is characterised by airflow obstruction and lung parenchyma.Parenchyma, associated with emphysema, is the permanent enlargement of the air spaces distal to the terminal bronchioles, accompanied by airway wall destruction, without obvious fibrosis (Demirjian and Kamangar, 2011; Atsuyasu et al. , 2007). Airflow limitation results from loss of elastic recoil and reduced airway tethering. Chronic bronchitis leads to narrowing of airway calibre, increasing airway resistance. Patients may display signs of one or both of these diseases as they frequently occur in associat ion with each other.Common symptoms are wheezing, coughing, shortness of breath on exertion, production of sputum and recurrent respiratory infections (Global Initiative for Chronic Obstructive Lung Disease, 2011). There are a host of triggers that exacerbates symptoms including smoking and environmental pollutants, resulting in chronic inflammation (Kazuhiro and Barnes, 2009; Manuel et al. , 2002). ââ¬Å"Inflammation is defined as the presence of redness, swelling and pain, caused by the presence of edema fluid and the infiltration of tissues by leukocytesâ⬠(Nairn & Helbert, 2002, pp15).Inflammation is a key biological response to eliminate harmful pathogens, but there is increasing evidence to suggest that chronic inflammatory responses are accountable for the advancement of this disease and other chronic diseases including coronary artery disease, cancer, rheumatoid arthritis and multiple sclerosis. This review explores the correlation between COPD and inflammation and the subsequent effects on the systemic systems and the link with coronary heart disease (Mantovini et. al. , 2008; Mohr & Pelletier, 2005; Sattar et. al. , 2003; Powells et. al. , 2001; Danesh et. al. 2000; Murdoch & Finn, 2000). Methods Search engines used were Google Scholar and Pub Med using the keywords COPD, inflammation, disease, apoptosis, interleukin 8, cytokines, coronary heart disease and COPD. Searches were restricted to dates between 1999 and 2012. The majority of the included papers were obtained from the reference lists of other research papers. COPD risk factors: COPD is strongly linked with repeated exposure to noxious particles or gases and cigarette smoke has been acknowledged as a prime risk factor (Fabri et. al. , 2006; Lindberg et al. , 2005; Pauwels and Rabe. 2004, Association for Respiratory Technology & Physiology, 2000). Smokers have an increased prevalence of respiratory and lung function abnormalities, a greater rate of decline in FEV1 and a higher mortality rate than non-smokers (World health organisation, 2012). However, only a third of smokers develop COPD which implies that other factors such as genetics and environment are involved (Agusti, 2003). Exposure to air pollution caused by heating and cooking with bio-mass fuels in poorly ventilated housing are major risk factors for COPD, especially in developing countries (Pauwels & Rabe, 2004).The most documented COPD genetic risk factor is the deficiency of Alpha -1-antitrypsin, a polymorphic glycoprotein which offers anti-protease protection against the serine proteinease, neutrophil elastase (Abboud & Vimalanathan, 2008; Devereux, 2006; Siafakas & Tzortzaki, 2002; Fabbri et al. , 2006). Research studies (in vitro) indicated that Alpha ââ¬â 1 ââ¬â antitrypsin also possesses anti-inflammatory capabilities that extend beyond its anti-protease role, including regulation of CD14 expression (Nita, Serapinas & Janciauskiene, 2007), inhibition of TNF-? ene upregulation (Subramaniyam , 2007) and inhibition of lipopolysaccharide activation of monocytes and neutrophil migration (Janciauskiene et al. , 2004). Deficiency of Alpha -1-antitrypsin is associated with COPD progression in both smokers and non-smokers, although far greater in smokers (Bergen et al. , 2010; Fabbri et al. , 2006; Siafakas and Tzortzaki. , 2002; Foos et al. , 2002). Studies have suggested that smoking with this genetic disposition will substantially increase risk of developing COPD (Kohnlein & Welte, 2008; Pauwels & Rabe, 2004; Foos et al. , 2002; Siafakas & Tzortzaki, 2002; Association forRespiratory Technology and Physiology, 2000). Pathogenesis of COPD Exposure to noxious particles ââ¬Å"â⬠¦ triggers cytokine activation to recruit cells, which play a vital role in removing the noxious agentsâ⬠¦ â⬠(Nairn & Helbert, 2007, pp22). An infiltration of neutrophils, eosinophils and CD8+ T-lymphocytes into the airways and lungs follows (Demedts et al, 2006; Mahler et al. , 2004; Sopo ri, 2002). High concentrations of chemokines, interleukon-8 (IL8) and tumor necrosis factor-a have been found in patients with COPD which are potent activators and chemo-attractants of leukocyte subpopulations (Murdoch and Finn, 2000; Yamamoto et al. 1997). The interaction of chemo-attractants with leukocytes initiates a series of coordinated and cellular events, which includes phagocytosis, release of soluble anti-microbials and formation of reactive oxygen compounds involved in intracellular killing (Murdoch & Finn, 2000). Neutrophils and macrophages release elastase, stimulating the production of mucus to assist in ridding the airways of the irritants and subsequent waste generated by the inflammatory response (Shimizu et al. , 2000).Other processes such as neutrophil necrosis and reactive oxygen species further contribute to mucus hyper secretion (Kim and Nadel, 2004; Mizgerd, 2002). When an inflammatory response is no longer needed protease inhibitor cells dampen the response. Research suggests that the inhibiting response in COPD is not triggered and chronic inflammation presides, representing a crucial mechanism in the pathogenesis of COPD (Demedts et al. , 2006; Hodge et al 2004). Hypersecretion of mucous can inhibit the ciliated epithelium from transporting mucus from the airways.Subsequent delays in bacteria clearance results in bacterial colonisation, which stimulates further granulocytic recruitment to the airways, escalating the inflammatory response. Chronic inflammation is linked with tissue destruction, imbalance of proteolytic and anti-proteolytic activity, hyper secretion of mucus, increased apoptotic activity and oxidative stress which contribute to the progression of COPD. Long term, chronic inflammation can result in widespread airway and parenchymal cell destruction which further contributes to disease progression (Mantovini et al. 2008; Mohr and Pelletier, 2005; Sattar et al. , 2003; Sopori, 2002; Powells et al. , 2001; Danesh et al. , 2 000; Murdoch & Finn, 2000). Research suggests that macrophages express a markedly lower amount of toll like receptors in COPD suffers, resulting in a decreased recognition of microbes, facilitating damaging microbial colonisation, which may explain the increased amount of respiratory infections in COPD sufferers (Schneberger, 2011; Droemann et al. 2005). Infection initiates a biased release of inflammatory mediators which may escalate the pathogenesis of the disease (Gaschler et al. 2009, Ritter et al. , 2005; Sethi, 2000). Oxidative stress Demedts et al, 2005 found that the alveolar macrophages of COPD sufferers produced much higher levers of oxygen radicals and myeloperoxide which are important for the destruction of inter-cellular pathogens. Oxidant/anti-oxidant imbalance can result in the inactivation of anti-proteinases, airspace epithelial injury, increased sequestration of neutrophils in the pulmonary microvasculature, and gene expression of pro-inflammatory mediators, all of which exacerbate the inflammatory response (MacNee, 2000 Drost et al. 2005). Emphysema like changes have been show in the CT scans of malnourished women, suggesting that diet has an effect on lung tissue in the absence of smoking (Coxon et al. , 2004). Dietary supplementation then may be a beneficial therapeutic intervention in this condition, as antioxidants not only protect against the direct injurious effects of oxidants, but fundamentally alter the inflammatory events that play an important part in the pathogenesis of COPD (Coxon et al. , 2004; MacNee, 2000). Apoptosis and COPDResearch suggests that there is increased apoptosis of epithelial cells in smokers and COPD patients. Apoptosis persisted despite smoking cessation which suggests apoptosis may play a part in driving the inflammatory process and progression of the disease (Hodge et al. , 2003). Increased apoptotic alveolar epithelial and endothelial cells in the lungs not counterbalanced by proliferation and sufficient ph agocytic clearance results in destruction of lung tissue and development of emphysema (Demedts et al, 2006; Kazutetsu, Naoko & Atsushi, 2003; Barnes et al. 000) Apoptosis can be induced by various stimuli, including oxidative stress, elastase and infiltrating cytoxix CD8 + T cells which are all associated with inflammation (Kazutetsu, Naoko and Atsushi, 2003). Efferocytosis allows for the removal of apoptotic material with minimal inflammation and prevents the development of secondary necrosis and ongoing inflammation. Failure of this highly conserved process may contribute to disease pathogenesis by impeding both the resolution of inflammation and the maintenance of alveolar integrity (Mukaro and Hodge, 2011; Taylor et al. , 2010; Morimoto et al, 2006; Vandivier et al, 2006).Proteolytic/Anti-proteolytic activity Mukaro and Hodge, (2011) suggests that in COPD there is an imbalance between proteolytic and anti-proteolytic activity, a prominent factor in the pathogenesis of this disea se, which may contribute to lung parenchymal destruction. Research has also found that macrophages demonstrate defective phagocytic ability against common airways pathogens in COPD (Taylor et al. , 2010; Hodge et al. , 2003), The findings of Berenson et al. , (2006), supported a paradigm of defective immune responsiveness of alveolar macrophages, but found no significant differences in the blood macrophages of COPD sufferers.Taylor (2010) believes that persistence of bacteria as a consequence of defective phagocytosis may be a chronic antigenic drive for chronic inflammation. Systemic effects of COPD ââ¬Å"Chronic inflammation is present in all disease processes, mediating all stages of disease from initiation, manifestation and maturationâ⬠(Sompayrac 2003, pp12). Compelling epidemioligical data links systemic inflammation to atherosclerosis, ischemic heart disease, strokes, and coronary deaths (Danesh, Whincup and Walker, 2000; Ridker, 1999).These observations have been stro ngly supported by experiments that show the direct effects of certain inflammatory markers, such as C-reactive protein (CRP), on the pathogenesis of plaque formation (Zwaka, Hombach and Torzewski, 2001; Lagrand, Visser & Hermens, 1999). A study by Gan, Man & Sin, 2003) found that patients with COPD were 2. 18 times more likely to have an elevated circulating c-reactive protein levels. Evidence strongly suggests that there is relationship between COPD, systemic inflammation, and cardiovascular diseases.Studies show that patients with mild-to-moderate COPD, cardiovascular disease is the leading cause of morbidity and mortality (Din and Man, 2009; Pope et al, 2003). As these diseases share similar risk factors such as smoking, increased age and inactivity, causation is unclear and is likely to be due to multiple factors, including lifestyle, environmental and genetics (Gan, 2005; Agusti et. al. 2003). Discussion Inflammation, it would appear, is a double edged sword; crucial for cleara nce of pathogens and recovery from injury; but can also contribute to life threatening chronic diseases (Smith, 1994; Sporori, 2003).COPD is a complex condition, influenced by multiple genetic and/or environmental risks. A cycle of low grade inflammation is the consequence, with destructive and damaging effects, resulting in mucus hyper-secretion, airway obstruction, increased elastase production and oxidative stress, which encourage further inflammation and destruction. COPD is associated with exposure to smoke or noxious gases, however inflammation may also be caused by irritation from coughing, wheezing, respiratory infections and mucus production. Most exacerbations of COPD are caused by bacterial or viral infection (Sanjay and Murphy, 2008; Sanjay 2008).Mucosal cells produce mucus, which irritates the airways causing airway obstruction. This subsequently reduces FEV1, and cough effectiveness, which contributes to the build up of bacterial mucus. Imbalance between proteolytic an d anti-proteolytic activity presides, creating an ideal environment for infection. Thus, suggesting that inflammatory changes in COPD, although initially induced by inhalation of noxious agents, are fundamental to the disease process, rather than to the initial trigger per se (Gamble et al, 2007). Studies have shown that airway epithelial and T-cell apoptosis in COPD continue s despite smoking cessation (Lappers et al. 2006). Excess apoptosis results in inappropriate destruction of host tissue, leading to atrophy and tissue necrosis, which in turn further stimulates the inflammatory response and perpetuates the situation. We have already ascertained an imbalance between the proteolytic and anti-proteolytic activity and this is another factor that contributes, resulting in failure to resolve the inflammatory reaction rapidly (Hodge et al. , 2005). Un-cleared apoptotic cells may undergo secondary necrosis with discharge of injurious cells contents resulting in tissue destruction and further inflammation.Inability to remove apoptotic cells and debris created overwhelms the normal clearance mechanisms, stimulating further inflammatory responses, further contributing to COPD pathogenesis (Sanjay and Murphy, 2008; Sanjay 2008). It has been identified that the immune system may become less responsive, the longer that chronic inflammation presides, which may lea d you to believe that this would initiate an inhibitory effect on the inflammatory process. However this is not the case and the inflammatory process persists, presenting as low level chronic inflammation.In addition a less responsive immune system is more susceptible to infection, exacerbating the inflammatory response (Sanjay and Murphy, 2008; Sanjay 2008). There appears to be strong epidemiological links between cardiovascular disease and COPD. The same inflammatory markets are evident in both suggesting a systemic link. Both diseases share similar risk factors, so it is difficult to determine initiation of the diseases. One could also argue that the debilitating effects of COPD, which include a reduced exercise capacity, dyspnoea and deconditioning increase the risk of cardiovascular disease development.In conclusion, it appears that adaptive immune is active in the disease progression of this complex pathophysiological syndrome. Particularly elaboration and production of cytoki nes, chemical mediators and auto-antibodies, which directly injure respiratory tissues. CD8+ mediates tissue destruction, whereas CD4 orchestrates inflammatory responses, which facilitates humoral immune responses (Gadgill and Duncan 2008).
